On Thursday, January 28, Ibrahim Magu, the acting chairman of Nigeria’s anti-corruption agency, the Economic and Financial Crimes Commission (EFCC), received a letter.
The two-paragraph letter from the office of the Attorney General of the Federation and Minister of Justice, made only one request from the anti-graft chief. Signed by Muhammad Diri, the Director of Public Prosecutions of the Federation, the letter asked Mr. Magu to forward “the case diary in respect of investigation into” the OPL 245 Malabu scandal.
The letter, which should normally be a routine one, caused a dilemma to the EFCC chief. It put him directly in the middle of a conflict, a senior government official called “cold war” between the Attorney General Abubakar Malami, and Vice President Yemi Osinbajo.
The crux of the disagreement between the vice president and the attorney general concerns what decision the administration should take as it tries to resolve the fraud and controversy surrounding the allocation of immensely rich OPL 245 to Malabu and its subsequent assignment to oil majors, Shell and Eni.
PREMIUM TIMES had exclusively reported the recommendations made by the justice ministry to the presidency regarding the resolution of a long-drawn scandal which has given Nigeria a bad name, and is being investigated by authorities in Italy, UK, Nigeria, and the U.S.

It would have been a different tale of tragedy after a scrap trailer fell on vehicles in the early hours of today around 6:15 a.m at Oja bus stop, Ogijo after Ikorodu. Emergency officials were alerted about the incident as they immediately swooped in to save the people trapped in the commercial bus. The prompt intervention saved the situation and no one died in the incident.

He said both the military and Boko Haram have full control of three separate local governments in troubled Borno State and share control in all the 21 other local governments.
Garbai, who was in Dalori with financial and material assistance to the people of the village, said: “I feel highly demoralized, devastated in the sense that this is the village we came during the election and they were going about their normal business. The activities that were ongoing was like confidence building.
“They actually got the signal a few days before the attack that the insurgents were likely to attack them,they reported to the constituted authorities but nothing was done.
I will like to appeal to the military to intensify their effort in ensuring they beef up security around the villages and communities that share borders with Maiduguri metropolis. It is very important and more so that this place is porous, there could be attack from any direction.”

The Nigerian Telecommunications Limited (NITEL) and its mobile subsidiary (MTEL) are to employ 10,000 Nigerians, the House of Representatives Standing Committee on Communications has been informed.
The new owners of the once state-owned telecommunications giant, NATCOM, which is a consortium of seven local and foreign companies, made the disclosure at an investigative public hearing by the committee on over the weekend in Abuja.
NATCOM chairman, Mr. Olatunde Ayeni, had told the House committee that having met all requirements and due diligence in the process leading to the acquisitions of NITEL and MTEL, the company has put in place a programme of resuscitating the two ailing telecoms companies.
According to Ayeni, efforts were ongoing at overhauling the entire cable system while 10,000 Nigerians would be employed to set the companies on the part of competition with other players in the market.
While expressing satisfaction with NATCOM and its work-plan, the Hon. Saheed Fijabi-led committee directed both the Bureau of Public Enterprise (BPE) and the Nigerian Communications Commission (NCC) to meet and discuss the sales of the two national telecoms firms.
The parley according to the committee, was to review the commercial and technical areas of the sale as they affect the telecommunications regulatory body and the BPE.READ FULL NEWS

He explained that passion led him into becoming an actor and entertainer.
Following this, he went on to acquire some needed skills which helped launch his career properly in the industry.
He said of his journey into Nollywood and his other skills as a writer and movie director: “From the outset, acting has been part of me. I had to embrace acting because of the passion I have for it. Moreover, I have the talent. Along the line, I acquired the needful skills and this helped me to break into the industry. The other side of me, which my fans are not aware of, is the fact that I write scripts, direct and produce movies. I have directed a couple of good which I also produced.”

“The president promised he will fight corruption. And there is no doubt that he has shown that he is willing to fight corruption. Corruption is a hydra-headed monster.
“I believe very much that fighting corruption just has to start from the top. That is, from the president, the vice president, the senate president, the speaker of the House, the Chief Justice of Nigeria (CJN).”

Facts are emerging from the on going verification of the Niger State workforce on how government paid top government functionaries double salary and the way salary of junior officials are inflated to divert government fund. A messenger at the Ministry of Finance earns N265,000 monthly while a cleaner at General Hospital Minna earns N375,000 monthly.
It was learnt from sources close to the verification firm, Sally Tibbot Consultants that no fewer than three permanent secretaries in Niger State civil service earned over N1.3 million monthly.
It was revealed that ordinarily the salary of a permanent secretary should be between N400,000 and N500, 000 but the said permanent secretaries because of their professional background earn another salaries as consultants to another government agency bringing their monthly earnings to N1.3 million.
The source revealed that “ the irony is that some of the said permanent secretaries were members of the committee set up by the government to guide the consultants in the ongoing verification exercise.”
Similarly investigation also revealed that a messenger earns N265,000 in Ministry of Finance and a cleaner also earns N375,000 in General Hospital Minna whereas they are supposed to earn less than N30,000 each monthly.

On Sunday, February 7, 2016, a dead child was allegedly raised back to life at the Mountain Miracle and Liberation Ministries, a.k.a Liberation City.
The occurrence which was like a scene from a Nollywood movie left everyone in the church stunned. The 6-month old child said to have been ill for weeks was brought to the church by her parents for prayers. Unfortunately, the child gave up the ghost as soon as they arrived the church.
Her frantic parents eventually wept and pushed their way through to the podium where the man of God, Dr. Chris Okafor, ministered to other people, and he immediately took the child from them and prayed fervently. Then he dropped the child on the altar and commanded her spirit to come back and the child moved! The congregation exploded in tumultuous praise as the child continued to move and even later drank some water!

Barely 24 hours after President Muhammadu Buhari transmitted power to the Vice President, Prof. Yemi Osinbajo, there were indications yesterday that the next few days might be uneventful at the Aso Rock Villa.
It was gathered that the only major event major event expected to hold at the Villa will be the visit of the President of Germany, Joachim Gauck, but Osinbajo will not be performing that function because it was not part of the responsibilities passed on to him.
As at press time yesterday, the Protocol Unit of the Presidency was yet to schedule any other event which the “Acting President” would superintend over during his five-day tenure.
Apart from the daily bureaucratic routines which Osinbajo has been used to, it was unclear what other specific duties of the President he would be handling in the absence of his boss.
Presidency sources confirmed yesterday that since the President has proceeded on vacation, no programme of event has been scheduled for him (Osinbajo) by the protocol team.
The source said that since Friday when Buhari began the vacation, all programme of events in the presidential villa were being handled by the protocol unit in the Office of the Vice President, a clear indication that Osinbajo was in charge.

The Senior Special Assistant on Media in the Office of the Vice President, Adeolu Akande, on Sunday revealed that one million extremely poor Nigerians would be direct beneficiaries of the N5,000 monthly cash transfer.
A statement by Akande disclosed that a total of N60 billion would be directly transferred to one million extremely poor Nigerians in accordance to President Muhammadu Buhari’s vision of building human capital.
The payment which is to commence once the budget is approved by the National Assembly, is in addition to another five social interventions that include the provision of one meal a day to school pupils in some selected states.
He revealed that other elements of the social intervention scheme, include the 500,000 direct jobs, which will see unemployed graduates being trained and deployed as volunteer teachers in their communities.
According to Akande, the current government is putting together a youth employment plan which will see the training of 370,000 non-graduates youths in different skills and vocational programmes.
Akande said, “The recruitment of beneficiaries into the volunteer teaching jobs and the skill acquisition training scheme for non-graduates would be done on state basis, including the FCT and opened to all Nigerians of different shades.”

The judge dismissed the separate applications filed by the two engineers, seeking to stop their prosecution for lacking in merit.
It would be recalled that the Lagos State government had late last year slammed a 111 count criminal charges against trustees of the church, the two engineers, Messrs Oladele Ogundeji and Akinbela Fatiregun and their companies, Hardrock Construction and Engineering Company; and Jandy Trust Limited
But the engineers (4th and 5th defendants) in the case had challenged the legality of the court processes effected on them by the Lagos State government.

A Federal Capital Territory High Court
in Maitama, Abuja, has dismissed an application by the immediate past
National Security Adviser, Col. Sambo Dasuki (retd), seeking to stop his
trial on the charges of diversion of N32bn arms fund.
Justice Husseini Baba ruled on Monday
that contrary to Dasuki’s allegation, the Economic and Financial Crimes
Commission was not in contempt of its order granting him (Dasuki) bail
on December 18, 2015.
Dasuki was re-arrested by the operatives
of the Department of State Service on December 29, 2015, shortly after
he met the bail conditions and was released by Kuje prison.
Dasuki had, through his motion urged the
court to prohibit the EFCC from prosecuting him over an alleged
“brazen” disobedience of the orders of court granting him bail.
But Justice Baba held in his
ruling on Monday that since it had been confirmed that Dasuki was being
held by the Department of State Service, which “is a stranger” in the
case, the EFCC which is prosecuting Dasuki and his co-accused could not
be said to have violated the bail order.
He ruled that the only option open to
the former NSA was to file necessary suit in line with section 46 of the
1999 Constitution for the enforcement of his right to liberty.

Kogi State Governor, Yahaya Bello of has appointed Hon. Simon Achuba as the deputy governor of the state.
A post on APC’s Facebook page indicates that Bello in a letter to the House of Assembly, asked the lawmakers to confirm Achuba as his deputy.
His action follows the refusal of Hon. James Faleke, the running mate to the late Prince Abubakar Audu, to accept the office.
Faleke, a House of Representatives member, was the running mate to the late Audu in an election that was inconclusive due to the death of Audu.
Faleke, who was seen as Bello’s deputy rejected the position on the ground that he was rather the one to be installed as governor following the demise of Audu and not Bello.

Judge Ibrahim Buba said the application by Mr. Ekpemupolo’s lawyer, Tayo Oyetibo, urging the court to set aside an order of substituted service was “misconceived, misplaced, and misapplicable.”
“Up till today the first defendant has refused to honour the invitation of the court to appear before it,” the judge said.
“The whole essence of service is to make the person aware of charges facing him. By bringing an application before the court, the first defendant had become aware of the charge before the court.”
Mr. Buba adjourned till February 19th and ordered all the relevant security agencies to produce Mr. Ekpemupolo.
Mr. Ekpemupolo and Patrick Akpobolokemi, the former Director General of the Nigerian Maritime Administration and Safety Agency, NIMASA, are accused of a multibillion naira fraud at the agency.
Others charged alongside the duo are Global West Vessel Specialist Ltd, Odimiri Electrical Ltd, Kime Engozu, Boloboere Property and Estate Limited, Rex Elem, Destre Consult Ltd, Gregory Mbonu, and Captain Warredi Enisuoh.
Festus Keyamo, counsel to the Economic and Financial Crimes Commission, said all the accused persons reported to the Commission’s office by 7 a.m. on Monday ahead of their court appearance, except Mr. Ekpemupolo.

Rift Valley Fever (RVF) is a viral zoonosis that primarily affects animals but also has the capacity to infect humans. The disease also results in significant economic losses due to death and abortion among RVF-infected livestock.
According to WHO, El Niño which is a warming of the central to eastern tropical Pacific Ocean, affects rainfall patterns and temperatures most intensely in the tropical regions of Africa, Asia-Pacific, and Latin America, which are particularly vulnerable to natural hazards. Typically, some places receive much more rain than normal while others receive much less.
According to a new report by WHO, severe drought, flooding, heavy rains and temperature rises are all known effects of El Niño that can lead to food insecurity and malnutrition, disease outbreaks, acute water shortages, and disruption of health services. The health implications are usually more intense in developing countries with fewer capacities to reduce the health consequences.
The WHO report reads: “The current El Niño from 2015 to 2016 is predicted to be the worst in recent years, and comparable to the El Niño in 1997-1998, which had major health consequences worldwide. In Eastern Africa, as a result of the El Niño in 1997-1998, WHO found that rainfall patterns were unusually heavy and led to serious flooding and major outbreaks of malaria, cholera and Rift Valley Fever.”

Kogi State Governor, Yahaya Bello of has appointed Hon. Simon Achuba as the deputy governor of the state.
A post on APC’s Facebook page indicates that Bello in a letter to the House of Assembly, asked the lawmakers to confirm Achuba as his deputy.
His action follows the refusal of Hon. James Faleke, the running mate to the late Prince Abubakar Audu, to accept the office.
Faleke, a House of Representatives member, was the running mate to the late Audu in an election that was inconclusive due to the death of Audu.
Faleke, who was seen as Bello’s deputy rejected the position on the ground that he was rather the one to be installed as governor following the demise of Audu and not Bello.

THE Rivers State Governor, Chief Nyesom Wike, said on Sunday that he would not have contested a governorship rerun if the Supreme Court had failed to uphold his election.
The governor also alleged that between December 1 and 18 of 2014, the immediate past government in the state led by Mr. Rotimi Amaechi had used $150m to fund the All Progressives Congress’ elections, adding that the state government will recover all stolen funds.
Wike said this at a thanksgiving service at Saint Peter’s Anglican Church in Obio/Akpor Local Government Area.
But reacting to the allegation, the state Publicity Secretary of the APC, Mr. Chris Finebone, described the claim as a big lie from “the very depth of hell.”
Finebone challenged Wike to take Amaechi to court, adding that the former governor was without blemish.
He said, “That (allegation) is a big lie taken from the very depth of hell. Wike talks big and tough, but behind his tough-talking is a moronic coward. He will not advance that accusation beyond the comfort of his audience.
“His deeds are awaiting him and at the appropriate time, he will be held to account. If he is serious, let him go to court and summon Rt. Hon. Chibuike Rotimi Amaechi. But you can be sure that he (Wike) will not do that because that Amaechi is without blemish.”

=> Privatisation: NITEL, MTEL To Employ 10,000 Nigerians – NATCOM - Leadership
The Nigerian Telecommunications Limited (NITEL) and its mobile subsidiary (MTEL) are to employ 10,000 Nigerians, the House of Representatives Standing Committee on Communications has been informed.
The new owners of the once state-owned telecommunications giant, NATCOM, which is a consortium of seven local and foreign companies, made the disclosure at an investigative public hearing by the committee on over the weekend in Abuja.
NATCOM chairman, Mr. Olatunde Ayeni, had told the House committee that having met all requirements and due diligence in the process leading to the acquisitions of NITEL and MTEL, the company has put in place a programme of resuscitating the two ailing telecoms companies.
According to Ayeni, efforts were ongoing at overhauling the entire cable system while 10,000 Nigerians would be employed to set the companies on the part of competition with other players in the market.
While expressing satisfaction with NATCOM and its work-plan, the Hon. Saheed Fijabi-led committee directed both the Bureau of Public Enterprise (BPE) and the Nigerian Communications Commission (NCC) to meet and discuss the sales of the two national telecoms firms.
The parley according to the committee, was to review the commercial and technical areas of the sale as they affect the telecommunications regulatory body and the BPE.READ FULL NEWS

A 39-year-old man, Sergeant Ologunowa Ojo, has been remanded in prison over alleged murder.
Ojo, who was formerly a Police officer in the Lagos State Police Command, was posted on duty at Frajend Investments Nigeria Limited, Akodo, where he serves as a guard.
The incident occurred on February 3, at the Shapati area, Elemo Ajah.
Ojo was accused of killing a 45-year-old man, Taye Akande by allegedly shooting the deceased on his buttocks, using his AK 47 rifle.
Ojo pleaded guilty before an Ebute Metta Magistrate Court stating that, it was an accident.
“I was just on duty and the owner of the building had instructed that he did not want anybody sitting on the fence, but most times, neighbours come around and sit there. After series of warnings, on this fateful day, I got into an argument with them and as a security man, I brought out my gun to scare them but one of them (the deceased) engaged me in a fight and started dragging with him. Suddenly, the gun cocked and hit him in his buttocks,” he explained.
According to him, he was thereafter rushed to the General Hospital Akodo where he later died.
Ojo has since been dismissed from the Lagos State Police force.
His offence is punishable under Section 221 of the criminal law of Lagos State of Nigeria 2011.
The Magistrate, Mrs H.O. Omisore adjourned the continuation of the trial to March 9.

He further explained that the disease spread to other West African countries about 400 years ago, stressing that Yoruba have capacity to resist the virus more than any other ethnic group in country. Happi berated the Federal Government for what he described as its “lackadaisical attitude” towards using products of several researches by scholars to tackle myriads of challenges affecting the growth and development of the nation. Noting that despite the huge amount expended on discoveries on Ebola virus by the institution, the findings remained unexplored by government and relevant institutions. He also condemned the discriminatory policy of TETFUND, which only support researchers in public tertiary institutions, even when private universities have maintained lead in research findings across the globe over the years. He stressed that, if adequately funded, private universities are capable of living beyond expectations of Nigerians in the area of research work.

Seventeen people died and 74 others injured in an accident on the Lagos-Ibadan Expressway yesterday morning.
The accident, which occurred shortly after Ibadan, involved two vehicles.
There were 96 people inside the vehicles.
The Federal Road Safety Commission (FRSC) gave the cause of the accident as over speeding, which led to loss of control by one of the drivers.
FRSC’s Head of Media Relations and Strategy Bisi Kazeem, in a statement, warned people “against sitting on top of trucks and lorries”.
Kazeem said: “The accident occurred around SEPO Area before Dominion University, KM 19 at 0915.
“Two vehicles were involved– a DAF Trailer White, Reg. No. XS626 LSD and another articulated truck.
“It was caused by speed violation and loss of control. There were 96 people involved (95 men, one woman.
“Seventy four were injured; 17 died. The victims have been taken to UCH, Ibadan Central Hospital, Kejide and Life Back Hospital.

Veteran Nollywood actor Adebayo Salami recently spoke exclusively to Vanguard on his acting career, his struggle to make a name for himself in the movie industry as well as the role that changed the game for him.
With a career spanning decades, the Yoruba movie actor said he first started out with acting for a concert group led by Ojo Ladipo in 1964.
He explained that passion led him into becoming an actor and entertainer.
Following this, he went on to acquire some needed skills which helped launch his career properly in the industry.
He said of his journey into Nollywood and his other skills as a writer and movie director: “From the outset, acting has been part of me. I had to embrace acting because of the passion I have for it. Moreover, I have the talent. Along the line, I acquired the needful skills and this helped me to break into the industry. The other side of me, which my fans are not aware of, is the fact that I write scripts, direct and produce movies. I have directed a couple of good which I also produced.”
