=>Naira Drops To 313.5 As Dollar Shortage Persists-Punch
On Thursday, January 28, Ibrahim Magu, the acting chairman of Nigeria’s anti-corruption agency, the Economic and Financial Crimes Commission (EFCC), received a letter.
The two-paragraph letter from the office of the Attorney General of the Federation and Minister of Justice, made only one request from the anti-graft chief. Signed by Muhammad Diri, the Director of Public Prosecutions of the Federation, the letter asked Mr. Magu to forward “the case diary in respect of investigation into” the OPL 245 Malabu scandal.
The letter, which should normally be a routine one, caused a dilemma to the EFCC chief. It put him directly in the middle of a conflict, a senior government official called “cold war” between the Attorney General Abubakar Malami, and Vice President Yemi Osinbajo.
The crux of the disagreement between the vice president and the attorney general concerns what decision the administration should take as it tries to resolve the fraud and controversy surrounding the allocation of immensely rich OPL 245 to Malabu and its subsequent assignment to oil majors, Shell and Eni.
PREMIUM TIMES had exclusively reported the recommendations made by the justice ministry to the presidency regarding the resolution of a long-drawn scandal which has given Nigeria a bad name, and is being investigated by authorities in Italy, UK, Nigeria, and the U.S.

=> Network On Police Reform In Nigeria Condemns Military Crackdown On IPOB, Urges Investigation Into Incidents- SaharaReporters
In a statement today signed by its National Coordinator, Okechukwu Nwanguma, the group called on the President to order military and other law enforcement authorities to act professionally and humanely and desist from the use of excessive and lethal use of force to suppress peaceful protests.
It cited a crackdown yesterday morning in Aba when it said military men who arrived in several Hilux vans opened fire on members of IPOB as they were conducting prayers at the National High School, killing nine unarmed members instantly, and bundling away several injured ones.
According to the statement, “One of the IPOB members who witnessed the attack informed NOPRIN: ‘we gathered at National High School when Police men came with up to fifteen Hilux. They were outside, and before we know it, the military men came with (another) five Hilux Vans and a Jeep. They surrounded us as if we are criminals. We were singing and praying. They took six of our coordinators and three others away and started shooting at us. Nine people died instantly. They took them away with those with gunshot (injuries). Two died on our way to the hospital. Four in one hospital have no hope (of survival) with many others. All there Hilux Vans were filled with our men…’”
NOPRIN described the conduct of the military as a heinous crime and human rights abuse against a group conducting itself peacefully, stressing that the attack was unprovoked and unjustified as the IPOB members were neither armed nor posed any threat to the military or to anyone else.
“This latest merciless shooting and abduction of members of IPOB by the military is one too many,” it said.

=>Biafra: 6 IPOB Members Shot Dead In Aba, 30 Injured, 45 In Police Net - Vanguard
ABA—The protest embarked on by the Indigenous People of Biafra, IPOB, over the prolonged detention of their leader, Nnamdi Kanu, yesterday, turned bloody in Aba, Abia State, as a combined team of security agents, comprising soldiers and policemen allegedly fired shots at the protesters, killing six members of the group and arresting 20.
Also in Enugu, the Police in the state yesterday, arrested 25 members of the IPOB, who had gathered at the Naira Triangle in preparation for a protest march. Vanguard gathered that the protesters had, as early as 9am, converged at National High School, along Port Harcourt-Aba road, from where they usually march to other areas of the city when security agents swooped on them.
Sources said the IPOB members were in prayer session when the soldiers and their police counterparts invaded the area and arrested some leaders of the group. In the confusion, several protesters were injured while 10 were feared dead.
Eyewitnesses told Vanguard that the casualty figure would have been higher had some of the protesters not escaped. According to them,“the protesters as usual, gathered at the school to pray before taking off, but soldiers and policemen invade the area.
There was heavy shooting. I saw more than three dead people. Many others were injured.” The situation caused tension in the area as shop owners and residents scampered to safety.
Motorists avoided the stretch between Crystal Park Hotel junction and National High School in order not to be caught in the crossfire. An IPOB official who spoke on the condition of anonymity said the security agents arrested the group’s Aba Coordinator identified as Ikechukwu and some of his assistants.
The official, who disclosed that 20 IPOB members were being detained by the Police, insisted that they would not relent until their detained leader is released as well as the actualization of an independent state of Biafra, adding that the protest would continue until Friday.

Acclaimed king of comedy, Alleluya Atuyota Akprobomere, popularly known as Ali Baba, has confessed that comedienne Helen Paul was the one he referred to in a controversial Instagram post last year.
In the post, Ali Baba berated a ‘female colleague’ who ‘backstabbed’ him after he had recommended her for an event, and as well done several favours for without waiting for any compensation in return.
Ali Baba’s comments immediately went viral on social media, albeit a war of words also ensued between Helen Paul and Gordons a few days earlier at the AY Live Comedy show in Port Harcourt, the Rivers state capital.
Fingers were instantly pointed at Helen as the ‘backstabber’ in question by social media commentators.
Tatafo, as Helen is fondly called, later posted a comment, literally claiming that if she was the one in question, Ali Baba would have personally called her to express his grievances.
A few days later, the king of comedy denied that he was referring to her, but a source close to him has claimed otherwise.
“He (Ali Baba) actually confessed to me that he was referring to Helen Paul. He is quite bitter about the fact that after recommending her for a job, which they were billed to co-host, she was suggesting to the event planner to use a younger male comedian instead.
“What the lady (Helen Paul) did was wrong actually, so Ali has the right to be upset,” our source revealed.

He further explained that Square records had missed opportunities of signing several artistes.
“When Jude brought Cynthia Morgan I was in support of it, but my brother (Peter) wasn’t comfortable with it but Jude doesn’t want that kind of stories anymore so he went on his own. The actress who contested in the 2015 general election for the Oyo state House of Assembly and is ripe for marriage has just dropped a shocker concerning marriage.
Adesiyan relocated to Ibadan after her failed relationship with star Nollywood actor Saheed Balogun. She said she does not believe in marriage.
“I never believed in this sham called marriage. I rather appreciate two lovers appreciating one another without any imprisonment. What would give a wife the right to kill her husband and vice versa if not the nonsense that had filled their brains of “owning one another till death do us part”? Not one person has the right to another’s life. Not even the child you gave birth to. They are gifts from God.
The lawyer who killed her husband must be jailed if not killed in return. She has to learn her lesson that just because they were married doesn’t mean she owns his life. It’s just stupid”.
The actress who has been working on her stature said she is done with working out. She said she has achieved the perfect shape she wanted and that the only thing left for her is to maintain her new figure. She said this on her Instagram page.

=>Budget was filled with errors, FG admits- Punch
Following the revelation of several unjustifiable allocations in the 2016 budget presented by President Muhammadu Buhari, the federal government has finally admitted that there were errors in the 2016 Budget.
In it defense, FG put the blame on the development on the adoption of the Zero-Based Budgeting System.
The ministry of dudget and national planning in a statement by the Director of Information in the ministry, Mr. Charles Dafe said the budget was well structured but those responsible for budgeting at the various ministries, departments and agencies of government were still grappling with some of the technicalities used in the fiscal document.
“The proposals have received general commendation. However, the details were developed using the Zero-Based Budget and is a new concept to our Budget Officers away from our traditional envelop process.
“The members of staff in the Ministry of Budget and National Planning as well as those handling budget issues in all ministries and extra-ministerial agencies are grappling to master the technicalities in the ZBB template.
“As such therefore, some errors are not unexpected in the changeover to the new ZBB approach.
“This was the reason the ministry arranged for the proposals to be placed on the website of the Ministry of Budget and National Planning to expose them to public scrutiny,” the statement reads in part.
The ministry said it will liaise with the National Assembly to address issues raised in the budget adding that the government would investigate and sanction anyone found to have been involved in any fraudulent activity as regards the budget.
“The ministry assures the general public that it will continue to liaise with the relevant committees of the National Assembly to address any issues that have arisen, or may arise.
“Training and retraining to build capacity of the Budget Officers on the ZBB concept will be intensified in 2016.

With the collapse of the fierce battle at the Supreme Court on Friday to
stave off his trial by the Code of Conduct Tribunal (CCT) for allegedly
falsifying his declaration of his assets, Senate President, Bukola
Saraki, on conviction risks 14 years jail term, losing his position, 10
years ban form holding public and forfeiture of any asset related to the
alleged offence.
The Code of Conduct Bureau and Tribunal Act empowers the Code of Conduct Tribunal to impose any of the punishments prescribed in section 23 of the act.
Section 23 of the Code of Conduct Bureau and Tribunal Act provides: “(1) Where the tribunal finds a public officer guilty of contravening any of the provisions of this act, it shall impose upon that officer any of the punishments specified under subsection (2) of this section.”
Section 23(2), however, states: “The punishment which the tribunal shall impose shall include any of the following: (a) vacation of office or any elective or nominated office as the case may be; (b) disqualification from holding any public office (whether elective or not) for a period not exceeding 10 years; (c) seizure and forfeiture to the state of any property acquired in abuse or corruption of office.”
The prescribed sanctions are also provided for in paragraph 18 of Part 1 of the Fifth Schedule to the 1999 Constitution (as amended).
However, to show that the prescribed sanctions may not be exhaustive, as the Act employs the word “include,” section 23(3) of the Code of Conduct Bureau and Tribunal Act provides: “The punishments mentioned in subsection (2) of this section shall be without prejudice to the penalties that may be imposed by any law, where the breach of conduct is also a criminal offence under the Criminal Code or nay other enactment or law.”
Under this provision, if found guilty of breach of the Code of Conduct for Public Officers, Saraki may also be punished for perjury, as his asset declaration was done under oath. The Criminal Code Act prescribes imposition of 14 years jail for perjury.

The presidency on February 9, Tuesday, has moved against terror attack in Aso Rock presidential villa in Abuja.
President Muhammadu Buhari’s Chief Security Officer Bashir Abubakar has issued a circular titled ‘Use of tinted cars around the Presidential Villa, Abuja’.
Abubakar ordered all tinted cars and other vehicles to be systematically searched.
He stated that the most of the main attacks by terrorist groups around the world against high profile targets were done with stolen or tinted cars.
The document reads in part: “It has been observed that some staff of the Presidential Villa driving tinted cars, especially security personnel are in the habit of refusing to wind down their windscreen for security checks before driving into the villa.
“It is most worrisome that some of them used the excuse of either driving official cars or driving VIPs to justify their acts.
“This act which is not in tandem with standard security drill and procedure poses serious threat to the safety and security of the Villa.
“It is important to note that the insistence of security operatives at the pilot gates to properly screen vehicles coming into the villa whether tinted or not tinted, official or unofficial is not out of place.
“Therefore, there is need for all to subject themselves and their vehicles to security checks as the case may be, so as to prevent unscrupulous elements from exploring the situation to launch attacks on the Villa.
“More So, that most of the major attacks by terrorists groups on high profile targets around the world are being carried out using hijacked vehicles or vehicles with tinted glasses.”

According to CACOL, the increase would amount to a corrupt practice to force the tariff increase on people.
“We note that in spite of public outcry against any hike, the Ministry of Works, Power and Housing superintended upon by Mr Babatunde Fashola, former governor of Lagos State, has gone ahead to illegally impose a tariff hike on electricity on Nigerians for services not rendered to them. This is flagrant and audacious corruption in a situation where the Federal Government claims to be fighting against corruption and illegality.
“Mr Babatunde Fashola should be told that the ministry he superintends over is not meant for the kind of antics that he got away with in Lagos State when he was governor,” the Executive Chairman of CACOL, Mr Debo Adeniran, said.
According to him, it was the nation’s electricity firms and the National Electricity Regulatory Commission (NERC) that owed Nigerians money and apologies for not rendering adequate services that they received money for and continued to receive money for.
“Therefore, we reject this hike in electricity tariff in totality. We demand that power supply should be made available and accessible to all and a billing system that will be transparent, reasonable and commensurate with consumption should be provided.
“The DISCOs and NERC can take a cue from the telecommunications sector by providing meters; fixing the cobweb-like cables that dangle over the heads of people,” the CACOL boss said.
=> Court rejects Kanu’s plea on passports -Punch
A Federal High Court in Abuja on Tuesday
dismissed an application by the leader of the Indigenous People of
Biafra and founder of Radio Biafra, Nnamdi Kanu, for the
release of certain items, including his British and Nigerian passports,
which are in the custody of the Department of State Services.
Justice James Tsoho dismissed the
application made orally by Kanu’s lawyer, Mr. Chuks Muouma (SAN), who
had sought the release of the items on the grounds that they would not
be needed by the prosecution since they were not listed as part of the
exhibits to be tendered.
Apart from the passports, other items
which Muouma sought to be released to the IPOB leader, who is currently
in detention along with his two co-accused person at Kuje prison, are
cash sums of $2,200 and N87,000.
In a bench ruling delivered shortly
after entertaining various arguments, Justice Tsoho dismissed the
application for lacking in merit.
The judge held that the fact that the
items were not listed as possible exhibits did not foreclose the
possibility of their being later used by the prosecution.
He held that just as the prosecution was
at liberty to call any witness it intended to at any time, it could
also decide to tender any exhibit without prior listing of them.
“On the basis of that, the application is here by dismissed for lacking in merit,” the judge ruled.
Meanwhile, the lead prosecuting counsel,
Mr. Mohammed Diri, informed the judge on Tuesday that he had filed an
application seeking the protection of the prosecution witnesses.

=> Olisa Metuh bought N500 million house on Banana Island – Witness-Nigerianeye
A detective with the Economic and Financial Crimes Commission (EFCC), Junaid Sai’d, yesterday told a Federal High Court in Abuja that the embattled Peoples Democratic Party (PDP) spokesman, Olisa Metuh, allegedly transferred N500 million to Daniel Paul International Ltd.
Sai’d said the money was transferred in two tranches of N200 million and N300 million to purchase a landed property for the defendant on Banana Island in Lagos.
The detective also claimed the PDP spokesman allegedly gave $2 million cash to a woman in his home to invest.
Sai’d told the court that the $2 million was Metuh’s share of the N10 billion allegedly withdrawn by ex-National Security Adviser (NSA), Mohammed Sambo Dasuki, from the Central Bank of Nigeria (CBN) for distribution to party members at the last PDP presidential convention where Goodluck Jonathan was picked as a sole candidate.
The witness said there was evidence that Metuh’s company, Destra Investment Limited, got N400 million from the ex-NSA for security services.
But he claimed there were no records of contractual agreement or any project executed.
He said investigation showed that the fund was deployed in PDP campaign.
Metuh is being tried for allegedly using the N400 million he purportedly received from the Office of the NSA in November, 2014, to fund the party’s presidential campaign.
He was arraigned with his company, Destra, on January 15 on a seven-count.
The PDP spokesman was also accused of laundering $2 million cash through a phony investment transaction.

The Economic and Financial Crimes Commission (EFCC) yesterday closed its case against the spokesman of the Peoples Democratic Party (PDP), Olisa Metuh.
Metuh was arraigned before Justice Okon Abang of a Federal High Court in Abuja over alleged N400m fraud.
During his trial yesterday, a witness of the EFCC, Junaidu Sa’id, told the court how $47million was withdrawn from the CBN and disbursed to members of the PDP including Metuh for the purpose of the party’s presidential campaign.
Sa’id, an investigative officer with the anti graft agency, was led in evidence by the prosecuting lawyer, Mr Sylvanus Tahir, told the court that the commission in the course of investigation discovered how the office of the National Security Adviser under Col. Sambo Dasuki’ leadership withdrew $47million for the purpose of the campaign activities of the PDP.
The witness said, “It was at that period that Dasuki withdrew $47million from the CBN which was shared to members of the party for the presidential convention that the commission traced the $2million paid to Destra Investment company belonging to Metuh.
“It was four days after the disbursements that Metuh gave the money to his then wealth manager, Nneka Nicole Ararume.”
Under cross examination by the lawyer to Metuh, Onyechi Ikpeazu (SAN), the witness said that Metuh had written in his statement that the monies he received from the Office of the former NSA was for campaign activities as approved by former President Goodluck Jonathan and for the payment of his personal debt.

=>Confirmed: Ali Baba says Helen Paul backstabbed him
Acclaimed king of comedy, Alleluya Atuyota Akprobomere, popularly known as Ali Baba, has confessed that comedienne Helen Paul was the one he referred to in a controversial Instagram post last year.

He said he decided to sign Muno immediately he heard him so as not to repeat missed opportunities he had with some artistes in the past. He revealed that he had missed opportunity of signing artistes who are now stars just because he wanted them signed unto Square records.
“When they brought Muno to me, I heard his voice, I accepted him immediately because I no wan hear say he don blow tomorrow and I don miss again (general laughter).”
He further explained that Square records had missed opportunities of signing several artistes.
“When Jude brought Cynthia Morgan I was in support of it, but my brother (Peter) wasn’t comfortable with it but Jude doesn’t want that kind of stories anymore so he went on his own. We don’t want to experience the kind of experience we had before because the problems we will start resolving might even start affecting us. Now, some of us are now like, ‘if to say we know we for allow this girl join us o in Square records’.

Actress Funke Adesiyan says she does not believe in marriage
Nollywood actress turned politician Funke Adesiyan is gradually carving a niche for herself as a controversial personality.
